Joe joins Triumph with over 20 years of aerospace and industry experience. He most recently served as Chief Executive Officer of ATL Technologies, an international designer and manufacturer of innovative medical devices serving industry leading medical equipment manufacturers. In this role, Joe transformed a founder owned business into a fast paced and growing international business focused on value creation, resulting in record level top and bottom-line results and significant margin expansion.

Prior to leading ATL technologies, Joe held the role of President of AdelWiggins Group, a leading aerospace designer and supplier of flexible connectors, quick disconnects, composite isolators, clamps and refueling systems for the mining industry. He also served as President of Pexco Aerospace, a highly engineered polymers business focused on designing extruded and formed aircraft interior structural systems, trim and finish components. Joe operated as a senior leader in various positions at Automated Systems of Tacoma, Carlisle Interconnect Technologies and Tyco Electronics Connectivity. Joe received a Bachelor of Science in Finance degree from Arizona State University and resides in Arizona with his wife and family.

Mr. Valladares served as Chief Operating Officer of TransDigm Inc. from April 2019 until his retirement in October 2023. Prior to that, Mr. Valladares served as Chief Operating Officer — Power & Control from June 2018 to March 2019, Executive Vice President from October 2013 to May 2018, as President of AvtechTyee, Inc. (formerly Avtech Corporation), a wholly-owned subsidiary of TransDigm Inc., from August 2009 to September 2013, and as President of AdelWiggins Group, a division of TransDigm Inc., from April 2008 to July 2009. Mr. Valladares holds a bachelor’s degree in engineering from University of California, Los Angeles.

As the Air Force Association’s top executive, General Spencer directs the association’s professional staff. He is responsible for the management and operations of AFA, AFA Veteran Benefits Association, and the Air Force Memorial Foundation. He also holds the position of publisher of Air Force Magazine, the official journal of the Air Force Association, which has approximately 94,000 members. Spencer is also a Board Director for Whirlpool corp.

Retiring as a four-star general, Spencer spent over 40 years in the Air Force. His last assignment was as the Vice Chief of Staff of the US Air Force, Washington, DC. In this capacity, Spencer was the second highest-ranking military member in the Air Force. He presided over the Air Staff and served as a member of the Joint Chiefs of Staff Requirements Oversight Council and Deputy Management Advisory Group. He assisted the Chief of Staff of the Air Force with organizing, training, and equipping 690,000 active-duty, Guard, Reserve, and civilian forces serving in the United States and overseas.

Spencer began his career in the enlisted ranks and rose to become a four-star general. He received his Bachelor of Science degree in industrial engineering technology from Southern Illinois University (SIU), Carbondale. Spencer was commissioned through Officer Training School in 1980 as a distinguished graduate. He has commanded a squadron, group and wing, and he was Vice Commander of the Oklahoma City Air Logistics Center. He was also the first Air Force officer to serve as the Assistant Chief of Staff in the White House Military Office. He served as the Chief Financial Officer and then Director of Mission Support at a major command; and held positions within the Air Staff and Secretariat. Prior to his assignment as Vice Chief of Staff, the general was Director, Force Structure, Resources and Assessment, Joint Staff, the Pentagon, Washington, DC reporting directly to the Chairman of the Joint Chiefs of Staff.

General Spencer participated in contingency Operations Desert Shield/Storm, Desert Thunder, Desert Fox, Allied Force, and Iraqi Freedom.

Spencer has two Master of Science degrees in business management from Webster College and industrial resource strategy from the National Defense University. He also completed postgraduate courses at Harvard University, and the University of North Carolina, Chapel Hill and was awarded an Honorary Doctorate Degree from SIU. General Spencer has two named awards: The Air Force General Larry Spencer Innovation Award and the Air Force General Larry Spencer Special Acts and Services Award. General Spencer is also a Distinguished Senior Fellow of Fels Institute of Government, University of Pennsylvania. General Spencer is the author of the book, The Green Eyeshades of War, a historical review of financial management during war, published in 2016.

Natasha leads 4 sites in the US and 2 in Deeside / IOM dedicated to the design, manufacture, test and support of aerospace hydraulic systems and components. As the APS P&L Leader, Natasha is responsible for APS financial and operational performance, product and customer support, as well as development of new proprietary products and technologies.

Natasha most recently served as the General Manager of Actuation Products & Services Yakima for the last two and half years, stabilizing and then steadily improving the site’s operational efficiency, supply chain performance and profitability.

Natasha started her career in aerospace in 2013 at GE Aviation. Before her jump to the aerospace industry, she worked in national and international security.

Natasha received her BA degree from the University of Washington and her MBA from American Graduate University. She also has a Project Management Professional (PMP) Certification.

William L. Mansfield has been a Director of Triumph since 2012. Mr. Mansfield served as the Chairman of the Board of The Valspar Corporation from August 2007 through June 2012 and served as that company’s Chief Executive Officer from February 2005 to June 2011 and as its President from February 2005 through February 2008. Mr. Mansfield also serves as a director of Bemis Company, Inc. and served as Non-Executive Chairman of the Board of Axiall Corporation until August 2016. Mr. Mansfield brings to the Board deep management experience as a former chief executive officer of a significant, publicly-traded manufacturing business with diverse operations spread across the globe as well as a track record of enhancing growth through acquisition. Likewise, his continuing service as a director of other public companies is a source of additional insight into developments in corporate management and governance.

Lead Independent Director, Chairman and Chief Executive Officer, The Valspar Corporation (Retired)

Justin Wolfanger is the President for TRIUMPH Systems, Electronics and Controls (SEC). He is responsible for the Profit and Loss for SEC supporting three (3) sites in Forest, Ohio, Windsor, Connecticut, and West Hartford, Connecticut. SEC products include engine controls, environmental controls, heat exchangers, and actuation systems for military and commercial aircraft.

In 2012, Justin joined TRIUMPH in Program Management where his focus was managing a major OEM relationship for the West Hartford site. Justin has held increasing roles of responsibilities in Business Development, Program Management, Contracts & Contracts Administration.

Prior to TRIUMPH, Justin has twelve years of aerospace and defense engineering, project management, and integrated product team lead experience from Sikorsky Aircraft. He began his career as an Avionics & Flight Test Engineer on the UH-60 Black Hawk program including numerous international models with the responsibility for in-country sales, design, and delivery to the customer. Justin holds a US patent #9,803,958 for a weapons store’s processor panel for aircraft.

Justin received his bachelor’s degree in electrical engineering from the University New Haven. He completed his Dual MBA in Management and Marketing and holds a Master of Science in organizational leadership from the Quinnipiac University School of Business.
